Hong Kong’s government has departments committed to the environment, including the Environmental Protection Department, and the Agriculture, Fisheries and Conservation Department (AFCD). Yet pollution, and particularly air pollution, still makes a major dent in Hong Kong’s quality of life. The Chief Executive summed up the problem in a March 2006 policy speech: ‘Hong Kong is seeing fewer days of blue sky’.
