ID cards are only issued to Chinese citizens that have a household registration (hukou). This is issued at birth by the local government and records name, date of birth, names of parents and adds spouses, births, deaths, marriages and divorces within the family. It acts as the formal ID in China and must be renewed if the person changes address. Resident’s permits are issued to temporary or permanent residents.
